In 2008, researchers conducted a comprehensive survey and found workplace violations were severe and widespread in some labor markets. The survey revealed that:
- In the sample, 26% percent of workers were paid less than the legally-required wage.
- Over a quarter of workers in the sample who worked more than 40 hours in a week were not paid the legally required overtime rate.
- Violation rates vary by industry and occupation. They are higher for childcare workers, apparel and textile manufacturing workers, and personal and repair services workers.
